Shirley Ann Spencer-Neal was born on May 11, 1949, to Goolie Elizabeth Webb Tyler and the late Leo Harrison Tyler. She departed this world on March 19, 2020, at Bayhealth Kent General
Hospital, Dover, Delaware at the age of 70 years young.

Shirley was educated in the Delaware public school system and she attended Poly Technical School, Woodside, DE. On July 4, 1970, she married the late James Spencer and from that
union, they had three children: Yolanda, James and Charles. She was employed by Tidewater Publishers, also known as, Tidewater Direct and Queen Anne County Commissioners Office,

On November 17, 2006, Shirley married the late Ernest Neal, and they moved to Magnolia, Delaware.

Shirley loved the Lord and she gladly, served Him with Honor and Praise. In 1983, she joined New Hope Baptist Church, currently known as Greater New Hope Church and Ministries in
Preston, Maryland. In her 30 years of attending she sang on the Ushers Choir, served on the Usher Ministry as well as the Hospitality Committee.

Shirley loved her family. She was always there to support and cheer them on. She would cheer so loud that no matter where you were you would be able to hear her voice. Shirley loved and
enjoyed life and had a smile that could brighten up any room. Even though she loved to nit-pick at you; in her mind, that just meant she “Loved You.” Anyone who had spent time around
her would find themselves smiling and laughing, because her smile and laughter was just that contagious.
